As stated by US Defense Secretary Pete Hegseth, American forces killed four individuals in an operation against a vessel suspected of carrying narcotics offshore close to the Venezuelan coast.

The strike occurred just a day after US officials informed lawmakers regarding the US had entered an armed confrontation against drug cartels.

This marks at least the fourth such unprecedented and disputed operation by US forces outside American waters over the past month.

Details of the Strike

Hegseth indicated that the vessel was targeted as it was transporting substantial amounts of illegal drugs bound for the United States, posing a threat to public health.

“Intelligence assessments definitively verified the vessel’s involvement in drug trafficking, identifying those aboard as narco-terrorists using established smuggling routes,” he declared via an online statement.

The defense secretary further asserted that the boat had links to terrorist groups, a classification introduced in a confidential memo to Congress.

Legal and Governmental Context

The Trump administration has informed the legislative branch that it considers cartels are non-state armed actors and their actions in narcotics trafficking “constitute an armed attack” against the United States.

The memo was accompanied by a classified briefing with lawmakers from the Senate defense panel, conducted recently.

Administration officials attempted to justify the strikes under Trump’s Article II powers, permitting military action for self-protection in limited engagements.

Previous Operations and Global Reaction

Before the latest incident, American military carried out attacks on three boats in the Caribbean, resulting in 17 deaths and causing widespread international outrage.

Hegseth emphasized that these strikes “are ongoing” until “the attacks on the American people are over”.

Administrative Changes and Oversight

The Trump administration have reportedly strengthened the Homeland Security Council to operate as an independent entity within the administration, a change unlike prior governments where it reported to the security chief.

This restructuring affected the coordination and execution of these military actions, with some officials learning of operations only hours before they occur.

Despite official claims, juridical specialists point out that labeling trafficking groups as terrorist entities does not grant extra powers for using lethal force absent solid proof connecting them with a foreign government.

To date, US officials has not provided proof regarding the supposed infiltration by cartels into Venezuela's regime.
